Hillsboro Police arrested a man over the weekend after he locked a woman in her apartment before destroying some of her property.
Police responded to the 300 block of West Walnut Street early Sunday, after they received a report of a subject attempting to get into an apartment. When officers arrived, it was found that 50-year-old Howard Frump had locked the victim in her apartment, broke a statue in front of her vehicle then broke a window out of her vehicle.
Frump was charged with criminal damaging, unlawful restraint and disorderly conduct.
